On October 8, 2008, the City Attorney of San Diego filed a UCL action against Washington Mutual on behalf of not just San Diego residents but all California consumers. A copy of the complaint is available at this link, and here is the City Attorney's press release. The action alleges "predatory real estate lending practices" and seeks various forms of injunctive relief, including an order requiring WaMu to "formulate a loan modification program" for certain borrowers.
Yesterday's Daily Journal reported that "S.D. City Attorney Sues WaMu, Alleging Unfair Lending Practices" (subscription).

The link was good back in October 2008 when I originally wrote this post. Apparently the operators of the City Attorney's website have moved the document.
